This is a Mattel Arcotoys Disney Minnie Mouse talking and giggling plush toy.

Minnie is wearing a green and pink dress with a purple belt, and purple shoes with white socks. On her head is a pink ribbon. When you press on her left hand she talks, and when you press her belly she says" You're tickling my belly" and giggles.

It measures about 15" tall, 13" wide, and 6" deep, and uses 2 "AA" batteries which are not included.
